ST. LOUIS-The $25.8-million first phase of the North Sarah Apartments development is set to open today. The development is located on the east side of the Central West End and the north side of Gaslight Square. It includes 120 garden-style and townhome apartments as well as approximately 12,000 square feet of management, community and commercial space.
