PORTLAND, OR-Harsch Investment Properties, a privately-held real estate and investment company with headquarters in Portland, has hired Gil Kelley, as SVP of development.
“As I look at the next ten year investment strategy for our Portland region, I realize I wanted our company to develop a number of legacy projects on more than a dozen of our prime downtown, Pearl District and Central Eastside sites,” said Harsch president Jordan Schnitzer. “I wanted to take all the experience we have gathered over the 62-year history of our company and develop projects that are good business investments and also give back to the community by making them outstanding aesthetically and creating places where residents want to work, live and play.”
Kelley has the experience and capabilities to to help the firm achieve its investment initiatives, Schnitzer said, noting Kelley's experience with the department of planning for the City of Portland, when “some of the best urban projects in the country were developed here.”
“I'm excited about the possibilities that Harsch offers for shaping the city's strategic building through private investment,” said Kelley. “The company's resources and civic spirit mean that we can bring a lot to the discussion of what cities should be in the 21st century.”
Before joining Harsch, Kelley was the Principal of Gil Kelley and Associates, an urban and strategic planning firm, serving local and regional governments and national and international clients with strategic planning on urban design and development, partnership formation and organizational development.
As director of planning for the city of Portland for nearly a decade, he oversaw the city's planning, coordinated key development initiatives and co-directed the city's strategic planning efforts. Kelley's experience also includes his 14-year tenure as the director of planning and development for the city of Berkeley, where he oversaw the economic and redevelopment offices, planning and building departments.
Kelley serves as the practitioner-in-residence at Portland State University's Tulan School of Urban Studies and Planning. He also teaches an annual master class on negotiating for public/private partnerships at the University of Amsterdam and was a Loeb Fellow at Harvard University's Graduate School of Design in 2009-10. He also serves on several national boards and committees and lectures frequently on urban issues.
