NEW YORK CITY-New York City Council Speaker Christine Quinn saying “we only get to say once that it was an unprecedented storm,” introduced a legislative package to the council geared at improving disaster relief.

The 10-bill package, prompted by the issues the city faced after Hurricane Sandy, is divided into three categories: protecting vulnerable residents, preparing city infrastructure and transportation, and improving community and small business recovery.

Among the proposals included in the legislation involve targeting outreach to homebound people, prioritizing fuel distribution to first responders, and increasing communication to shelters and medical facilities so people can locate missing family members.
