ANNAPOLIS, MD-The Maryland Board of Public Works decided on Wednesday to postpone its vote on whether to grant a wetlands license for the controversial Four Seasons housing development on Kent Island.
A key concern raised at the hearing is to permanently protect 131 acres that was originally going to be developed, which developer K. Hovnanian says it will now turn over to Queen Anne's County for park use, according to the Capital Gazette.
Gov. Martin O'Malley said the issues need "some greater assurance than a promise, like a perpetual easement between the county and the developer... so we can make a proper decision on the wetlands permit."
The wetlands permit was denied by the board in 2007.However, the decision was appealed by Hovnanian to the state's highest court, which remanded the case back to the Board of Public Works. See story in the Capital Gazette.
