NEW YORK CITY-Thanks to a reported deal with organized labor to build the mega-project, the New York City Council is poised to grant a key land use application to BFC Partners for its Empire Outlets project in the St. George section of Staten Island.

BFC Partners has reached an agreement to build the entire 1-million-square-foot mixed-use project with union labor. The developer struck the 11th hour deal with the Building and Construction Trades Council of Greater New York, which represents construction labor unions, according to Crain's New York Business. The project will include a large Ferris wheel and a major outlet mall to be built near the ferry terminal in St. George.

"We're excited to be nearing the conclusion of the public approvals process, and we're pleased to see an agreement reached with the developer of Empire Outlets and the Building and Construction Trades Council thanks to the leadership of Council Member Debi Rose and many critical stakeholders," an EDC spokeswoman said.

Donald Capoccia, the managing principal of BFC Partners, states, "We're one step closer to a project that's great for New York and transformative for Staten Island."
