NEW YORK CITY—With a low-key ceremony, One World Trade Center opened for business Monday morning. About 175 employees of Condé Nast, the 104-story tower's largest tenant, reported for work at their new offices. The publishing giant will move its Manhattan workforce of 3,400 to 1 WTC in phases over the next several months.

Although the Port Authority of New York and New Jersey, which owns the 16-acre World Trade Center site, is planning a more elaborate ceremony sometime after Election Day, Monday's opening was attended by Patrick Foye, executive director of the Port and Condé Nast's new landlord. He told TV news crews that with the opening of the 1,776-foot office tower, “the New York City skyline is whole again.”

Also in attendance were Douglas Durst, chairman of the Durst Organization, and Tara Stacom, vice chairman of commercial brokerage at Cushman & Wakefield. Durst's company has an equity interest in the property, for which Stacom serves as leasing agent. In that capacity, she was instrumental in bringing Condé Nast to 1 WTC from Midtown.
