The shutdown of the Federal government has finally ended. However, the Census Bureau has not yet caught up with the economic data it usually provides, including construction spending.

To fill the gap, Dodge Construction Network’s Economics team has developed independent estimates of the situation based on its own data, some of which is used by the Census Bureau, and nearly identical methodology.

Dodge’s estimates suggest that the seasonally adjusted annual rate of privately-owned housing starts in November was 1,408,000. This was 1.7% higher than Dodge’s September estimate of 1,384,000 and 8.7% higher than the November 2024 rate of 1,295,000.

The rate of single-family housing starts in November was 1,007,000 – 5.8% greater than Dodge’s revised October figure of 952,000. The November rate for units in buildings with five units or more was 378,000, Dodge calculated.

“Dodge estimates that Census construction spending during October 2025 was estimated at a seasonally adjusted annual rate of $2,187.6 billion, 0.3 percent above Dodge’s revised September estimate of $2,180.1 billion. The October figure is 0.4 percent below the Census’s October 2024 estimate of $2,197.1 billion.” Dodge stated.

By sector, Dodge estimated that residential construction in October 2025 totaled $927,807,000, higher than the $924,571,000 for September 2025 but lower than the $937,550,000 for October 2024.

Office construction in October 2025 totaled $110.757,000, higher than the $108,500,000 for September 2025 and the $106,783,000 for October 2024.

Commercial construction in October 2025 totaled $119.250,000, lower than the $120,736,000 for September 2025 and the $124,609,000 for October 2024.

Healthcare construction in October 2025 totaled $69,843,000, lower than the $69,990,000 for September 2025 and the $69,386,000 for October 2024.

Manufacturing construction in October 2025 totaled $216,824,000, lower than the $218,551,000 for September 2025 and the $236,928,000 for October 2024.
