While San Jose and San Francisco remain the nation's dominant artificial intelligence hubs, a growing group of smaller metropolitan areas is emerging as a significant force in the industry's expansion, according to a new ranking from workplace software provider Hubble.
The report evaluated 67 U.S. metropolitan areas with populations above 300,000, measuring AI readiness through factors such as technology company density, STEM talent, tech employment growth, research and development activity, innovation infrastructure and AI-related patents.
Not surprisingly, San Jose and San Francisco occupied the top two positions. Hubble described the neighboring metros as the nation's AI Capitals, citing their concentration of AI patents, venture capital, technology employment and headquarters for firms including OpenAI, Anthropic and Perplexity AI.
However, the report found that a broader group of markets is building competitive AI ecosystems around specialized strengths, creating opportunities for future growth in office, research and technology-related real estate.
Among the highest-ranked metros outside California were Seattle, Boulder, Washington, D.C., Durham and Boston.
Boulder, which ranked among the nation's leading AI centers despite its relatively small size, benefited from strong STEM talent production, technology employment, and the application of AI across industries, including aerospace, defense and clean energy.
Washington, D.C., earned recognition for its role in federal AI procurement and proximity to Northern Virginia, which Hubble identified as the nation's leading data center market. The region also ranked highly for AI company density and digital infrastructure.
The report highlighted North Carolina's Research Triangle as another emerging AI cluster, with both Durham and Raleigh appearing among the top-ranked markets. Durham's strength stems from its concentration of research universities and life sciences innovation, while Raleigh benefits from established technology employers, expanding data center investment and a growing technology workforce.
Dallas also earned a place among the report's emerging AI ecosystems, supported by one of the nation's largest concentrations of data centers and rapid growth in technology employment and business formation.
The report also identified Denver, San Diego, Ann Arbor and Huntsville among a group of high-potential AI ecosystems where technology infrastructure, talent pipelines and investment activity are creating conditions for future expansion.
