LOS ANGELES-he state energy commissioner who has been holding public hearings on a proposed power plant in the Baldwin Hills area says he will recommend against building the facility.

Commissioner Robert Pernell heard hours of testimony and public comments on the proposed project earlier this week. Most of the speakers were residents who live near the area where the plant would be built, and nearly all of them were against it.

Though Pernell says community opposition played a factor in his decision, he also says he is doubtful that the plant would meet local air-quality standards. His recommendation to reject the proposal has been forwarded to the full state Energy Commission, which could vote on the issue as early as tomorrow.

The plant would be a relatively small, 53-megawatt “peaker” facility that would provide power during hours of peak usage. It was proposed by a private group known as Stocker Resources.
