VISTA, Calif.-The city is the target of a lawsuit filed by opponents ofplans for the expansion of a North Coast Church campus on 40 acres nearthe Rancho Guajome area.

In the lawsuit filed in San Diego Superior Court on Tuesday, residentsargue the city should have required an environmental impact reportbefore it approved the church campus last month.

The Vista-based church could have to pay both sides’ court fees — eventhough the suit is against the city. The church plans to build theproject over a period of years.

The project includes 365,000 sf of buildings over 40 acres on Vista’snorthern boundary at North Santa Fe Avenue and Osborne Street.
