SAN FRANCISCO-The Board of Supervisors will discuss today proposed interim controls that will halt new development in sections of the South of Market and Potrero Hill neighborhoods. If approved by the board in a future meeting, development, such as biotech, housing and offices will be banned in these areas for 18 months, under the proposal brought by Supervisors Chris Daly and Sophie Maxwell.

The proposal is designed to slow down development to allow time for more comprehensive planning of future construction in the city.

Developers are against this, saying bans will hurt the local economy, keeping the city from developing necessary housing and providing much-needed jobs.

The resolution, which bans research and experimental laboratories in most of the area, will also prevent biotechnology firms from moving to the area at a time where it looks like the biotech industry may save the SOMA district.
