ORLANDO-A Denver-based property management firm is defending itself in Seminole Circuit Court against charges of lax security at the 200-unit Willow Park Apartments in suburban Altamonte Springs where Yelayne Arancibia, 22, was shot through an open window as she worked at her computer.

The victim’s father filed the suit against Apartment Investment and Management Co. He will also be suing the city of Altamonte Springs for alleged police department negligence in the investigation of the shooting, according to a letter his lawyer sent to city officials.

The Denver firm and the city deny the charges. The suit doesn’t specify damages sought but deputies at Seminole criminal court tell GlobeSt.com on condition of anonymity the amount in comparable actions is usually “in the millions.”

Jailed on first-degree murder charges are Orlando residents Jeremy Jermaine Joseph, 15; Julio Earl Francis, 20: Stacey Lawrence Webb, 28; John Emanuel Webb, 21; and Quince Roy Brown, 20, of Apopka, FL.

The police report states Joseph and the victim’s husband, Claudio Arancibia, had fought in the parking lot of the nearby Altamonte Springs Mall hours before the shooting. When Joseph sought to file charges against Arancibia, police drove Joseph to Arancibia’s apartment to identify his alleged assailant.

The suit alleges police were negligent in showing Joseph where Arancibia lived. The suit also charges the property managers with negligence, alleging the apartment complex didn’t have a hired security patrol to protect the property against trespassers.
