WILMINGTON, CA-The US Department of Housing and Urban Development has approved a package of grants and loans valued at more than $10 million to help convert a blighted business park here into a bustling industrial center that could create about 400 jobs.

The money will be used to purchase a parking lot and raw land inside the Wilmington Industrial Park. The aging facility is in one of LA County’s poorest neighborhoods.

The deal will provide uniform-maker American Soccer Co. with 5.8 acres to expand its existing operations. It also will provide 3.4 acres for Union Ice. Co. to relocate a cold-storage facility to the area.

Construction of the new buildings is expected to begin shortly after escrow closes.
