PORTLAND-The Portland City Council this week is expected to vote in favor of retaining 1,600 acres of industrial zoned land in Northwest Portland. Indeed, the vote is expected to come with instructions for city staffers to try and encourage more manufacturing companies to relocate or expand there.

The area is bordered by the Willamette River, St. Johns Bridge, SR 30 and Nicholi and Vaughn streets. One undecided issue is how to protect the “Vaughn Street Corridor,” the unofficial dividing line between the industrial uses on the north side of the street and the residential and retail uses to the south.

Ideas bandied about so far include zoning Vaughn for office buildings, commercial buildings or both. Esco Corp, the area largest employer, would like supporting office space in the area. H. Naito Corp., which owns the stand-alone Montgomery Park office building, would like to see more commercial uses in the area.

There is a history of preserving the area as industrial. Costco has twice been denied access for retail projects. Most recently, in the mid-1990s, it was denied a conditional use permit because of the car traffic it would generate on streets meant for industrial traffic.
