HOWELL TWP., NJ-MGD Holdings HOW LLC, based in Westfield, NJ, is proposing to develop a 29-building, 300-unit rental apartment complex here, on a site that this Ocean County township and the State of New Jersey agreed more than a decade ago would contain mostly affordable housing. The mandate came from the New Jersey Council of Affordable Housing.

But a citizens’ group has surfaced, calling itself Residents Against Irresponsible Development, or RAID, with the aim of cutting the density of the housing on the site, which totals just over 58 acres. Among other things, the group has raised the specter of traffic and environmental impact, especially regarding an adjacent wetlands tract. A planning board hearing has been scheduled for May 16.

Local officials won’t discuss the project pending public discussion at the hearing. Plans for The Fountains, as the complex would be called, are general at this point, and no timeline has been discussed.
