WASHINGTON, DC-The US General Services Administration has selected six teams of architects and engineers to submit design proposals for the $100 million to $110 million renovation of its seven-decade-old, 830,000-sf Regional Office Building. The decision on the six groups–chosen from among 28 applicants–is just the first stage of a multi-phase selection process to secure a design and contractor.

The remaining firms are: DMJM Architecture and Syska & Hennessy Engineers; GGA/Ehrenkrantz Eckstut & Kuhn Architects and GHT Engineers; Gensler and GHT Engineers; Hillier Group Architects and Joseph R. Loring Engineers; Lohan Caprile Goettsch Architects and Environmental Systems Design Engineers; and, Swanke Hayden Connell Architects with Hankins and Anderson Engineers.

The GSA posted a notice soliciting portfolios on April 2 and gave a deadline of May 2 for entries. Among the dizzying list of qualifications and regulations is a caveat specifying that the winning team “under this solicitation, will not be eligible for the General Service Administration, Regional Office Building Renovation Design/Build contract, to be procured under separate solicitation.” In essence, the GSA will use one of the teams’ design concepts and then look to a different team for the final design, and yet another team for the actual construction.

GSA plans to break ground on the renovation project in December 2004.
