CHICAGO-Prompted by the owner’s wish to make repairs to a 75-year-old building and by a local group concerned about potential redevelopment, the commission on Chicago landmarks is considering a designation for the Farwell Building. With landmark designation, the not-for-profit Terra Foundation for the Arts could receive a Class L property tax incentive to help offset costs of renovating the 11-story building at 660-64 N. Michigan Ave.

The next step, however, is obtaining Terra Foundation’s consent. The group’s attorney objected to the short notice given before a preliminary recommendation was made in April.

Department of planning and development officials told commission members last week that groups including the Greater North Michigan Avenue Association are concerned the building designed by Philip B. Maher could be redeveloped or sold to a developer as part of an assemblage move to create a larger site.

Attorney Jack Guthman told the commission in April that owners were put on notice by the city to fix the building’s façade. Work on that project has begun, says preservation planner Nora Jones, adding Class L incentives could provide money for tenant build-outs. The Terra Foundation, which operates a museum there, also has told the department its continued operation is hampered by the building’s condition.
