REDWOOD CITY, CA-San Mateo County has unveiled a new system that allows tax liens and land titles to be prepared, notarized, submitted and processed automatically by computer.

County Assessor-Clerk-Recorder Warren Slocum says the new pilot system introduced Thursday handles state tax liens on property and allows local title companies to electronically prepare, submit and record reconveyances using a newly developed computerized notarization process.

Three title companies and the California Franchise Tax Board are already signed up to use the system, while several other organizations have said they plan to in the future.

“Converting our current paper mill to an electronic process frees up our staff to provide better service to our customers,” Slocum says. “The successful completion of hits project will provide a model for the rest of the state of California.

Slocum said San Mateo County was the first in the state to handle both government-to-government transactions and private sector document submissions in the same system. The county also worked closely with the California Secretary of State to develop a clearly defined infrastructure for electronic notary seals, which can now be used by all counties.

Several companies collaborated to create the new system, including Deloitte & Touche, Ingeo Co., iLumin and Eagle Computer Systems.
