HARVARD, MA-A developer wants to build a 96-unit condominium complex on a 56-acre parcel on Littleton County Road. Bolton, MA-based MCO Associates owns the land and is planning on applying for a comprehensive permit under the state’s affordable housing law.

Marie Nader, a town representative tells GlobeSt.com that MCO has not yet formally filed their proposal but they have met with town official to discuss the project. She says that the company has indicated that they will be filing with the town by the end of the month.

Nader points out that the town barely has 1% affordable housing, which means that if MCO’s development has at least 25% affordable housing–which it does–it can bypass local zoning laws. The law requires that towns have at least 10% affordable housing to prevent affordable housing developments from circumventing local zoning laws.

But Nader says that there is “a lot of positive support” to develop affordable housing in the town but there are concerns as to whether the size and scale of this project is appropriate. She notes that this town of 5,000 people is “rural and upscale and 96 units is immense for us.”
