HARRISBURG, PA-Sam McCullough plans to resign as secretary of Pennsylvania’s community and economic development organization on Oct. 25, according to theoffice of Gov. Mark Schweiker. Under McCullough, Pennsylvania was ranked as a top 10 economic development state for the first time.

He also helped implement the Keystone Opportunity Zone program, which was ranked in 1999 as the top development program in the nation.

“Sam recognized the vital and inseparable tie between community development and economic development,” Schweiker says in a statement.

A long-time business and community leader for 40 years, McCullough was chairman, president and CEO of Meridian Bancorp Inc., until its sale in 1996.

McCullough was named CEO of Meridian when the holding company was founded in 1983, having previously served as CEO for American Bank and Trust Co., a predecessorto Meridian. In total, McCullough served as a CEO for nearly 20 years.
