WHITE PLAINS, NY-At a recent ceremony unveiling a sidewalk covering bridge on Mamaroneck Ave. that features quotes from Marilyn Monroe, Frank Lloyd Wright and a host of politicians, developer Louis Cappelli provided an update on his firm’s $300-million City Center at White Plains project. Cappelli said his firm is studying whether to build a hotel in downtown White Plains and if it is feasible to feature high-priced condominiums rather than luxury rental apartment units in one of his two planned high-rise apartment towers at the site.

At the Sept. 4 event, Cappelli said his firm has reached an agreement with Starwood Hotels & Resorts Worldwide, Inc. of White Plains to possibly develop a Westin hotel. However, he noted that to date he has not incorporated the hotel into the City Center at White Plains development site, leaving open the question that he might acquire an adjoining parcel in downtown White Plains if he moves forward with the hotel. When asked about that possibility, Cappelli had no further comment on his plans for a hotel in downtown White Plains. In the past, he has projected that if a hotel were to be built it would total between 150 and 200 rooms.

A major component of the project will be the construction of two, 35-story residential towers. The first phase of the project will include the construction of the first residential tower, which will feature 310 rental apartment units, as well as an adjoining loft building that will house another 40 apartment units. Cappelli said that the second residential tower, to be built as part of the second phase, could be condominium units rather than rentals. The first phase will also include a new 2,370-space parking garage. Pre-construction work on the garage is scheduled to begin on Oct. 1.

He said he expects that the residents of the first tower building could begin taking occupancy of their units by November or December of 2003.

The developer said that the firm plans to study the market for the viability of condominiums at the site. He expects to make a decision on whether to go condominium or straight rental with the second residential tower by June of next year. If he were to switch the second tower to condominiums, the units would be priced at approximately $550,000 or $375 to $400 per sf.

In other developments in relation to the City Center at White Plains project, Cappelli said his firm is in negotiations with two major tenants for approximately 145,000 sf or the remainder of the unleased space at the 550,000-sf retail component of City Center at White Plains.

Target will be the largest tenant at City Center at White Plains with a 150,000-sf store. Other signed lease deals at City Center include: National Amusements, which has leased 80,000 sf for a 15-screen movie theater, Circuit City, Legal Seafoods, Applebee’s, Zanzaro’s and GreenPoint Bank. A 10,000-sf community arts theater is also planned for the project.

The City Center at White Plains is scheduled to open in the fall of 2003.

At the Sept. 4 event, a 300-foot long protective bridge along the sidewalk on Mamaroneck Ave. was unveiled, featuring quotations by New York Governor George Pataki, Westchester County Executive Andrew Spano, Marilyn Monroe and Frank Lloyd Wright.

“This level of graphic treatment is unique to Westchester,” Cappelli explained. “It’s in line with what you see at major new projects in Manhattan. The fact is that for passing pedestrians and drivers, the sidewalk covering major projects is one of the most conspicuous aspects of the job. With that in mind, we decided to use the bridging to highlight what is going on behind it and above it. The graphics and quotes give the public a unique and enjoyable way of seeing what’s coming.”
