BRENTWOOD, CA-Development on a 496-unit housing development in Brentwood has been delayed by a city council vote to have city staff members draw up an ordinance repealing previous zoning changes that were made to accommodate the Rose Garden residential development.

In July, the city council passed a zoning ordinance changing a 133-acre area in Brentwood from a mix of single- multi-family zoning to a designation called Planned Development, which allows more flexibility. The city did not seek public opinion for the decision.

Brentwood residents responded with a successful petition drive–10% of registered voters–to put the zone change on the next ballot, which means developer Pulte Homes is in limbo for the time being.

If it moves forward as planned, the project would include 496 housing units, six parks, a private swim club, open space and trail areas.

Also this week, the city council approved a zone changes that will allow Safeway to develop a new store at the proposed Balfour Village Center on Balfour Road and Fairview Avenue. The catch is this: Safeway must maintain its Downtown store on Second Street for at least five years after the new store opens or fork over $1 million.
