WALNUT CREEK, CA-Walnut Creek officials say that, despite several delays, the first phase of the $17.2 million City Hall expansion project is complete and employees will begin moving into the three-story expansion next month.

The 37,000-sf City Hall and police headquarters expansion project is attached to the back of the Walnut Creek City Hall, which was built in 1980. The new addition is double the size of the existing facility, which is located at Civic Drive and Broadway.

The city plans to move about 125 employees into the building next month. According to city officials, the project is several months behind schedule. In September 2000, Dennis J. Amoroso Construction was awarded a $13.6 million contract to build the addition and complete the second phase of the project, refurbishing the old City Hall building. The company claimed it would have the job done in 18 months.

However, it has taken two years to complete the first phase and the second phase could take at least nine months. The company blames the delay on unforeseen circumstances, such as the fact that City Hall was not vacated for the project.

The city’s contract with the consultant requires Amoroso to pay the city for each day the project is overdue but the consultant says that it is not responsible for many of the delays. The company has requested an extension from the city.
