RANCHO CUCAMONGA, CA-After a series of design meetings involving city officials, locally based Lewis Investment Co. and Forest City Development, the developers will seek formal design approval for their 1.3 million-sf Victoria Gardens Regional Mall from the Rancho Cucamonga Planning Commission at its Nov. 13 meeting.

The first of more than $20 million of infrastructure improvements that will be needed for the $200 million mall at the I-15 Freeway and Foothill Boulevard are now under construction and will be completed during the next two years. Among the infrastructure construction is the first phase of public improvements, which will include the extension of Day Creek Boulevard from Baseline Road to Church Street. Construction of the mall is expected to begin in early 2003 at the same time as the second phase of public improvements, with the mall scheduled to open in October 2004. In addition to the 1.3 million sf of shopping area, the project will include a 20-acre site devoted to apartments.

Victoria Gardens is designed as a “main street” shopping mall, with four separate architects hired by Forest City to create separate areas of the center. The regional mall will also include a 500-seat performing arts theater, a banquet/meeting facility and library.

Although two of the three anchor spots have been previously announced (Macy’s and Robinson’s-May), developers have not yet named the third anchor and the 100+ in-line tenants. They are expected to announce those names in early in 2003.

The city’s redevelopment agency says the shopping venue project is expected to generate approximately 3,000 permanent and part-time jobs and will funnel about $5 million in sales, property, and business license taxes to the Rancho Cucamonga.
