NEWBURGH, NY-The operator of Stewart International Airport here has announced that it has retained Clough Harbor Associates of Albany, NY as the lead consultant to offer assistance in completing an update of the airport’s master plan.

Nine companies submitted bids for the private consultancy contract that is said to be worth approximately $500,000, officials with National Express Corp. say. National Express Corp. operates Stewart International Airport under a 99-year lease agreement with the New York State Department of Transportation. National Express is the United States subsidiary of National Express PLC, which operates in the United Kingdom, Australia and the U.S. The firm has worldwide revenue of approximately $3.7 billion.

Commenting on the contract award, Chuck Seliga, managing director of Stewart International Airport said, “After an extensive review of the final four submissions; Clough Harbor Associates came in with the most feasible proposal based on the criteria we outlined to all applicants. Our vision for the airport is essentially based on a balanced approach, keeping in mind the ever evolving market place, and is aimed at accommodating both passenger and cargo growth, simultaneously and effectively.”

The updated Master Plan will propose potential airport-related development over the next five, 10, 15 and 20 years, says Kiran Jain, general manager of marketing for National Express.

Airport officials add that the Master Plan Update will take about a year to a year-and-a-half to complete and will provide a “new vision” for the airport in order to accommodate intermodal ground access, improvement of passenger terminal facilities that incorporates air cargo, corporate and military facilities on the 2,400-acre property. In addition to the terminal and airport hangars, the airport property also includes the existing Stewart Industrial Park.

National Express officials say that the master plan update “will provide an environmentally balanced, financially feasible, and buildable solution for the future development of the airport.”

Jain notes that during the master plan update study, public hearings will be held to ensure public involvement in the process.

Currently American Airlines, Delta Express carriers ASA and Comair, United Express, U.S. Air Express and most recently Southeast Airlines offers air service out of Stewart International Airport.

Also planned on the airport grounds is New York International Plaza at Stewart Airport, a project that already features the Hudson Valley World Trade Center and several other tenants. The development will eventually include approximately 1.5 million sf of corporate office space, a hotel and convention center as well as education, health care and day care related development. The project, which will not be included in the updated master plan for Stewart Airport, is being developed by First Columbia of Albany.
