SEATTLE-Developer Lisa Picard has left the local office of Hines Interests LP for Seattle-based Harbor Properties in an effort to keep developing projects in the down economy.

As Harbor’s new director of development, Picard is charged with supervising the company’s various development projects in the Cascade neighborhood and cultivating new business opportunities. Those projects include: 307 Westlake, a five-story biomedical building; Alcyone, a 160-unit residential over retail project; and a 400,000-sf mixed-use development adjacent REI’s flagship store that will house the headquarters of the architecture firm NBBJ.

As the local point person for Hines, Picard developed among other projects Cedar Court, a 430,000 sf project that was leased to Microsoft and eventually sold, and [email protected], a 480,000-sf speculative office project in Bellevue that opened 100% leased. Prior to Hines, Picard led new residential and commercial development and finance activities for a 1,500-acre master planned community in Arizona and spent several years advising pension funds in real estate.

Picard tells GlobeSt.com she made the move to Harbor Properties because Hines is primarily focused on developing office in the Northwest and, given the oversupply in the market, it wasn’t going to be developing any new product in the near term. As well, Picard says she wanted to continue to diversify her development experience.

“Hines is a great company, (but) I felt I could contribute great value beyond being a leasing rep,” says Picard. “I want to continue contributing to the urban environment and Harbor is a company engaged in projects that have an urban presence and animation to them. They’re also one of the few companies in this market actually doing development.”
