LA QUINTA, CA-As many Southland regions are scrambling to meet their residents’ affordable housing needs, the City of La Quinta has provided $1 million in financing to an income-restricted project that has just broken ground here.

Known as Hadley Villas Senior Housing, the multifamily complex is being developed by owner/sponsor Southern California Presbyterian Homes, which has specialized in affordable, senior housing since 1955. SCPH chose the city because “all the housing we do is needs-driven,” vice president Ben Beckler tells GlobeSt.com. In order to fill this need, however, the developer must often rely on the support of the city, so SCPH officials usually seek out cities that endorse affordable housing “both economically and politically,” Beckler elaborates. Indeed, in addition to kicking in the $1-million financing, the City of La Quinta has provided SCPH with land on which to build the new project. Rising on a parcel at the corner of Adams Avenue and 47th Street, Hadley Villas Senior Housing is slated for a September 2004 completion. Designed by San Diego-based Matalon architecture, the complex will encompass a total of 52,963 sf at build-out. It will house 80 apartment units and various amenities, including a swimming pool. Roel Construction, also based in San Diego, is building the property, which is estimated to incur $7.8 million in construction costs. HUD is funding the majority of the project.

Residents of the completed Hadley Villas Senior Housing will be chosen based on an independent lottery, according to Beckler. In order to qualify, a prospective tenant must make less than 50% of the region’s median income. The property will have sliding rents, with all residents expected to pay 30% of their incomes, Beckler notes.
