FOXBOROUGH, MA-A Rhode Island-based developer wants to build a horse racing track on a 50-acre parcel on Route 1 across from Gillette Stadium. Louis Giuliano already received approval from the state’s Racing Commission to get a license for a harness track but the town’s building inspector, William Casbarra, emphasizes that the developer has “received nothing from the town.”

Casbarra tells GlobeSt.com that he made a determination that a track would not be allowed on the site as it is currently zoned. Giuliano is taking that decision to the town’s zoning board of appeals which will meet in about three weeks to decide the issue. If the zoning board overturns Casbarra’s decision, Giuliano would still have to get approval for the project from the town departments. And if the board upholds Casbarra’s decision, Giuliano still has a chance by taking the rezoning to a vote at town meeting.

The site, which is owned by Donald Rodman, is currently being used as a temporary parking lot.
