ATLANTA-Locally based Liberty Development Corp. and National Retail Real Estate Services plan to break ground in June 2004 on the Villages of Ellenwood, a $250-million, mixed-use venture that will have 1.2 million sf of retail and 1,000 residences in the northeastern quadrant of Clayton County, about 20 miles south of Downtown Atlanta.

The developers received the go-ahead from the Clayton County commission which has approved a special tax district that will pay about $29.5 million in infrastructure improvements, according to the county’s planning department.

The developers have told the county they already are negotiating with a supermarket, a theater and two home improvement firms to lease space in the 400-acre project.
