CHICAGO-Marketing two West Side retail redevelopment opportunities has proven to be more difficult than the city expected. The department of planning and development issued requests for proposals for 3939-55 W. North Ave. and 713-31 N. Pulaski Rd. in late 2003, only to reject the four responses it received.

Three proposals were generated by the 24,000-sf site at the southeast corner of North Avenue and Pulaski Road. However, they included a proposal by Hispanic Housing Development Corp. requiring a large amount of public and private financing as well as demolition of a building at 1535 N. Pulaski Rd. deemed to be historical, according to the department of planning and development. A strip center pitched by Humboldt Park LLC was deemed “uninspiring” by the department, while another plan by Akton Realty was rejected because the company held a prior interest in the city-owned property.

A mile south, Pulaski Building LLC proposed a 9,200-sf retail center with a 2,000-sf Dollar store on the 27,500-sf site at 713-31 N. Pulaski Rd., a use better suited for nearby Chicago Avenue, according to the department of planning and development. However, it was the only proposal the department received.

While the Pulaski Road site will be marketed again in local newspaper advertisements, the city’s website and by its Business Express program, the department of planning and development may issue another request for proposals for the North Avenue site or continue to negotiate with one of the three developers who answered the first call for proposals.
