OWINGS MILLS, MD-A mixed-use project long in the works has gotten a big boost now that the Baltimore County Council has given its approval to developer Owings Mills Transit, a team involving David S. Brown Enterprises and Whiting-Turner Contracting Co., with David S. Brown at the helm. The lifestyle center will occupy a nearly 48-acre parcel adjacent to the Owings Mills Metro Station at the intersection of I-795 and Painters Mill Road. The project will cost an estimated $220 million to realize.

Plans for one project or another on land at the Owings Mills Metro–land that is currently partially used as a Metro parking site–have been in the works for the last 15 years. LCOR Development Co. was the original planner but stepped aside and was ultimately replaced by Owings Mills Transit.

In April the development team presented details of its project outline at a public meeting. At that time, the plan for the sprawling site were to include a total of approximately 1.2 million sf of office space including a medical building, a varied amount of retail space, a 250-room hotel, about 500 apartments and/or condos, five parking facilities and a 100,000-sf, five-story building to house a library and a branch of the Community College of Baltimore County. The first part of the endeavor to be constructed will likely be a portion of the parking. The entire project will take an estimated 10 to 15 years to complete.
