BOURNE, MA-After nine years of controversy, a Boston architect and developer has finally moved forward with plans to build a $19-million mixed-use development on one of the largest privately owned properties on Cape Cod.

Lenord G. Cubellis, a Bourne native and head of Boston-based Cubellis Associates Inc., tells GlobeSt.com that he plans to begin construction on Bourne CanalSide Commons next year once he’s received permitting approval from Bourne officials. Plans for the development call for about 85,000 sf of retail along with 300 single-family and townhouse-style homes, and 150 apartments to be built on a 152-acre site at the Bourne rotary.

“It will be a Nantucket cottage-style community” with shops clustered in eight separate buildings, apartments above the stores and a village green, says Cubellis, who scaled down the project after objections from residents. Cubellis originally planned to put 350,000 sf of retail, six restaurants, a 300-room resort and conference center, and 125,000 sf of offices on the site.

The project, one of the largest to be developed on Cape Cod, has been stalled for years amid controversy over its scale and concerns about traffic on area roads, including Route 28 and Sandwich Road, both of which are clogged for miles during the summer. In late July, the project cleared its final hurdle when the Cape Cod Commission granted approval for the scaled-down project after Cubellis agreed to build a $2-million access road linking Sandwich Road to Route 28. Cubellis says the road should funnel cars away from the rotary and actually improve traffic flow in the area.

The retail phase of the project should be completed a year after construction begins, he says. A timetable for the construction of the single family homes, townhouses and apartments, which will range in price from $350,000 to $400,000, has not been set.
