DEL CITY, OK-Developers of a Buffalo Wild Wings Grill & Bar and 125- to 150-room Holiday Inn hotel are the first to stake claims in the $40-million Shoppes at Del City. Ground will break soon on the 7,000-sf restaurant while work on the hotel won’t get begin until first quarter 2009.

Larry Owsley, president of RCL Development in Oklahoma City, says he anticipates the build-out for the 48-acre project at Interstate 40 and Sooner Road will take less than two years based on the interest he’s been receiving. “These were the first two to close and we’re looking at a multitude of other contracts,” he says. “This is a hot, hot corridor. We’re right on the interstate and it’s on the main road to the gates of Tinker [Air Force Base].”

Steve Howard of Oklahoma City, a franchisee of Minneapolis-based Buffalo Wild Wings, has bought 1.8 acres. Howard and his brother Ken also have Buffalo Wild Wings shops in the Tulsa and Oklahoma City metros.

Danny and Amid Patel are developing the Holiday Inn, buying a 2.5-acre tract for the full-service hotel. “That’s a big deal for Del City,” Owsley says.

The Shoppes at Del City land was once part of a flood plain. Owsley tells GlobeSt.com that it took 4.5 years to work through the entitlements, plans and other challenges to get to the development phase. He says RCL Development is selling the dirt now and readying pad sites for individual parcel buyers. “If we need to do build-to-suit for customers we can,” he adds, estimating the site could support 180,000 sf to 200,000 sf at build-out.

Simultaneously, RCL Development is developing the 233-acre Tuscana, just north of Oklahoma City. Owsley says he’s talking to restaurant owners, banks and smaller corporate offices interested one-acre pad sites. Negotiations are underway for an IMAX theater. Owsley says he’d also like to see a specialty theater where people can dine at their seats.

Tuscana, which could end up north of 800,000 sf, is mapped for two hotels, retail and multifamily projects. “This is a flex planned-unit development,” Owsley explains. “We can be very flexible and move things around like on a chess board.” Hendricks & Partners is marketing the multifamily land. Owsley says brokers for other parcels haven’t been selected. Jacobs Carter Burgess, headquartered in Salt Lake City, and Massey-Mann & Associates of Edmond, OK are the joint civil engineers and landscape architects on Tuscana and Shoppes at Del City.

According to Owsley, Tuscana is the first flex planned-unit development in Oklahoma City. “I’ve tried to create Tuscana to be urban, plunked down in the middle of suburban sprawl,” he says, adding open-air, pedestrian lifestyle centers aren’t common in Oklahoma City. “Right now we’re getting positive feedback.”
