California's redevelopment agencies are gone, or effectively so, due to the Brown Administration dissolving and winding down the entities, but there is still significant need for what many of them were providing: Smart solutions for revitalized urban areas, and creation of affordable housing. Clearly, RDAs were not all created equal and some will be missed more than others, but cities, real estate developers, investors and housing advocates throughout the state are moving to fill the gap.

For proactive real estate firms, it requires nimbleness in the face of great uncertainty, and it could also be opportunity knocking. Two strategies are unfolding in the wake of the RDA demise: Navigating the gray areas of the wind-down period in which RDAs are required to fulfill obligations and complete key projects, and a second strategy of supplanting RDA projects with a new cadre of funding and operational vehicles that can help create development in urban settings. Either way, there are big shoes to fill.
