Three local residents had collected nearly 2,800 signatures to qualify the measure for a November vote. The proposition would have effectively forced city officials in San Clemente to extend Via La Plata by about three miles-all the way to Ortega Highway-before any new commercial or residential construction in the area could commence.

Supporters of the initiative say traffic in the area is growing worse every month, and that Via La Plata must be extended to avoid an all-out gridlock.
