On Sept. 18 the council hopes to finalize the plan for the amphitheater, which is on 159 acres just south of the Minnesota River and west of I-35W. Details need to be ironed out regarding cleanup of the landfill by the family that owns the site and the state's Pollution Control Agency.

The Blackdog proejct is actively opposed both by nearby residents in Burnsville and Bloomington, who recently petitioned the Metropolitan Council to review the project. The developers of the project are the owners of the new Minnesota Wild professional hockey franchise and Rose Presents, a concert promoter.
