The rules are said to require cities to plan for more mixed-use and higher-density developments. LCDC hopes to approve the new rules before the 2001 State Legislature convenes in January and staffers are too busy with other efforts.

Under state law, all of Oregon's cities have urban growth boundaries, and Metro, the regional government, manages a single, combined boundary for the 24-city megalopolis surrounding Portland. The rules change would affect the 50 or so cities with populations greater than 2,500.
