The revised zoning ordinance would force late-night businesses to shut their doors before midnight or pay between $600 and $1,800 annually for extended-hour operating permits that would require planning commission approval. Operating permits can now be had over-the-counter for $30.

The changes won't affect current businesses "grandfathered" in under existing zoning rules as long as their nature, size and location remain the same, thereby restricting the expansion of existing businesses.
