Developers, including representatives from the local chapter of the Building Industry Association, fear the designation could affect plans to develop homes and commercial projects. They feel such designations should be included in larger multiple-species conservation plans.
BIA officials feel the issue could become even more important as the agency identifies habitat for the Quino checkerspot butterfly before the end of the year. The Fish and Wildlife Service says the designation shouldn't present additional problems, since the habitat being protected is mostly wetlands that are already protected.
