The county public works department has rejected permits sought by two tribes this month and a third is in the process of being rescinded, according published reports.
The San Diego Board of Supervisors weighed the effects of up to nine new casinos on traffic and other environmental impacts on Nov. 1. The county wants tribes to pay for road improvements and comply with strict state environmental laws. While the tribes are sovereign nations and aren't bound by county rules in the public review process, construction firms hired by the tribes need county permits before they can begin excavation, casino construction or other development activities.
