A New Seasons Market would go at the south end of the closed off block along with another retail building, and a large chain drug store would go at the other end. The sticking point is this: city policy discourages the vacation of streets in order to gain larger blocks for development. The City Council is expected to decide the issue on Dec. 20 after a Nov. 28 stop at the Planning Commission.
