"This is a three phase development for Blue Shield," says Terry Lowrey, senior vice president of Wilcox Development Services. "Building in the foothills and granite soils of this area of California is very different from building in the Dallas area."

The El Dorado Hills campus - 30 miles east of Sacramento and 90 miles west of Lake Tahoe in the Sierra Nevada foothills - will provide amenities such as a full service cafeteria, fitness center, recreational area and walking trails. The building will house upwards of 1,300 workers.
