In exchange for the city's signing off on the deal, the developer will dedicate about one-quarter of the land for open space. The complex agreement with state, federal and county officials allows the city to annex the land at the east end of H Street, near the Eastlake andRolling Hills developments.

Developers have proposed building the 1,400-home San Miguel Ranch community since the late 1980s. Trimark Pacific Homes has proposed building homes, townhouses, apartments, a school and a commercial center.

Construction would on the southern section of San Miguel Ranch, which totals 2,600 acres. The bulk of the remaining property would be preserved as open space.
