Howard ruled that a feasibility study, completed five years ago, that identified the YMCA development as the sole desire of the council was enough of a sign of waiving bids. The council's intent was inherent in the adoption of the study, Howard said.
The village can now go forward with the sale of the property, which it bought for about $6,000 an acre from the Huron-Clinton Metroparks. The Village is selling the property for what it was purchased.
