Most sprawl and smart growth discussions concern protecting open space, curbing sprawl, and improving regional transportation. Fair growth focuses on the impact those strategies have on minority homeownershipopportunities, housing affordability, and gentrification.
"Fair growth" is a set of land use practices that attempt to curb urbansprawl without endangering housing affordability and access to jobs forminorities and low-income residents.
George Galster, professor of urban affairs at Wayne State University, examined growth patterns of 13 major areas across the nation. His results included some surprise findings,such as Los Angeles placing ninth on the list when the region is traditionally thought of as epitomizing sprawl.After Atlanta, Miami and Detroit, Denver and Dallas round out the foundation's top five areas with the highest rate of sprawl.
