The jury in San Diego County Superior Court made the record-busting award to Border Business Park Inc. The now defunct business park in Otay Mesa entered into a development agreement contract with the city in 1986, which had agreed to build infrastructure in the vicinity of the park.
But the jury said the city violated the contract, eventually forcing Border Business Park to face foreclosure by its lender.
