The Building Industry Association of San Diego County's annual fee survey measures the impact of fees on residential and commercial. While most cities cut their residential building fees, the state increased the fee for the construction of new schools from $1.94 to $2.01 per sf.
Countywide, the average cost of a residential building fee in July 2000 was $23,660. In 1999, the figure was $22,592.
Chula Vista increased its fees by $2,808 because of a $200 million project to build roads for 30,000 new homes planned for the city over the next two decades.
Fees imposed by the county for commercial construction also increased because of the school fee. Commercial fees went up 2 cents per sf in all cities except Chula Vista, San Diego and Oceanside.
