At the public hearing leading to adoption of the plan, pleas were made by various local officials to acquire and set aside several tracts of land in Dover, Manchester and Berkeley. Of particular interest is the acquisition of the old Heritage Minerals property in Manchester, where a proposal to build a couple of thousand homes is on the table. According to freeholder director John Bartlett, partnerships have been formed with several communities, as well as with the New Jersey Trust for Public Land, for the purpose of carrying out the acquisition efforts.

Freeholder John Kelly also pointed out at the public hearing that "we just introduced [a plan for] $9 million in traffic improvements. "We're committed to growing smart."
