The project is the result of a cooperative effort by the city, state and private developers. The private sector developers are the New Jersey office of Staten Island, NY-based Leewood Real Estate Group, which has overall development, marketing, sales and construction responsibility; and the Lutheran Social Ministries of New Jersey. The latter has been involved in the development and construction of nearly 1,000 occupied units, with another 300 under construction around the state.
On the government side, the City of Trenton; the New Jersey Housing and Mortgage Finance Agency, through its Urban Home Ownership Recovery Program; and the Federal Home Loan Bank are all involved. UHORP has, to date, been involved in funding construction of almost 2,300 units in 21 urban areas, according to Jane Kenny, commissioner of the state's Department of Urban Affairs. Also part of the funding equation in terms of helping provide mortgage money is the Richmond County Savings Bank of New York, Willow Green's grant lender.
