Under the proposal, the city's fee for reviewing plans of an 18,500-sf office building would increase from the current $3,560 to $10,590. Building permits and permits for mechanical, electrical and plumbing work would increase as well.

Last week, the council heard from developers asked for more information, more time to study the issue and more say in the matter. Several developers suggested the city form a task force to review costs and service levels. That doesn't appear likely, however.

The city's position is that low fees have subsidized development in Gresham long enough, and that developers ought to pay 60% of the cost of city services. Existing planning and engineering fees now cover only 23% and 11% of the cost, respectively, according to a city analysis.

The proposal was initiated by Gresham's Community and Economic Development Department. If approved, it would increase developers' share of the costs beginning April 1.
